Closes in 21 days 16 Sep 2026 00:00 UTC

IT fit 70 Acquisition of an emergency notification system could involve software and integration, suitable for a small IT shop.

Our call:

AI workability

Bid call: MAYBE AI can plausibly handle a majority of the work (61%) if the emergency notification system is software-centric with light integration. However, the notice is extremely thin, the document facts are mismatched, and physical installation and compliance requirements could exceed a small shop's capabilities. Proceed only after clarifying scope, confirming no security clearance/bonding is required, and validating the applicability of the Quebec municipal law requirements.

DeliverableModeAI shareHoursNotes
Bid preparation and compliance response
Drafting the proposal, technical response, and integrity/compliance documents for the tender.
ai assisted 80% 40 AI can draft and translate the bid; a human authorized signatory must review and sign legal declarations.
Requirements analysis and solution design
Clarifying the emergency notification system scope, defining functional/technical requirements, and producing a solution architecture.
ai assisted 60% 60 AI can analyze the RFP and draft designs, but client workshops and stakeholder facilitation require humans.
Software configuration and integration
Configuring the notification platform, integrating with campus systems, identity providers, and APIs, and building workflows.
ai agent 90% 140 AI agents can write and ship integrations end-to-end with light human review; human needed for final production sign-off.
Testing and quality assurance
Generating test cases, executing automated tests, simulating alert scenarios, and validating system behavior.
ai agent 85% 70 AI can automate most QA; a human must verify physical alert devices and approve final test reports.
Documentation and training material
Producing user manuals, admin guides, training decks, and French/English translations.
ai agent 90% 40 AI can generate and translate documentation; human review ensures accuracy and brand tone.
Physical installation and on-site deployment
Installing hardware, cabling, speakers, signage, or other physical components at Concordia University.
human only 0% 90 Requires on-site presence and physical work; AI cannot perform installation. May need subcontracting.
Project management and client communication
Managing schedule, risks, stakeholder communication, and status reporting.
ai assisted 40% 40 AI can assist with reporting and scheduling; a human project manager must lead client relationships.
Legal, financial, and contract compliance
Contract signature, insurance, integrity declarations, AMP authorization checks, and legal accountability.
human only 0% 20 Cannot be delegated to AI; requires authorized human sign-off and legal review.

Risks

  • high Notice and document facts are extremely thin and mismatched (Quebec municipal law vs Ontario university emergency notification system).
Mitigation: Request clarification from the buyer; base bid on the notice text and clearly state assumptions.
  • high Physical installation scope is unknown and could require on-site hardware work.
Mitigation: Confirm whether hardware installation is included; subcontract to a local certified installer if needed.
  • medium Compliance with municipal procurement law (integrity declaration, AMP authorization, RENA) could reject the bid if mishandled.
Mitigation: Engage legal counsel early; confirm thresholds and authorization requirements before bidding.
  • medium Small shop lacks standing offers, bonding, and large reference contracts.
Mitigation: Leverage AI-driven proposal quality and consider teaming with a larger firm for credibility.
  • high Security clearance requirement could make the bid impossible.
Mitigation: Confirm no facility security clearance is required; if it is, do not bid.
  • medium AI workability estimate may be too optimistic if the system is hardware-heavy.
Mitigation: Re-estimate after receiving the full RFP; keep a human buffer for installation and integration.

Human roles needed

  • On-site installer/technician · 45% — Physical installation, cabling, hardware deployment, and site visits cannot be done by AI.
  • Project manager/client liaison · 12% — Client workshops, stakeholder facilitation, and relationship management require a person.
  • Requirements workshop facilitator · 12% — In-person or live discovery sessions need human facilitation and judgment.
  • Legal/compliance signatory · 10% — Contract signature, integrity declarations, and legal accountability require an authorized human.
  • Technical review/approval · 21% — Final approval of code, integrations, test reports, documentation, and proposal content needs human accountability.

Why not more AI

  • Cannot perform physical installation, cabling, or hardware deployment.
  • Cannot sign contracts or provide legal/financial accountability.
  • Cannot facilitate in-person client workshops or build trust with stakeholders.
  • Cannot obtain security clearances or certified professional sign-offs.
  • Cannot make final decisions on compliance with municipal procurement law without human legal review.

Suggested delivery stack

  • Use LLM + RAG over tender documents for AI-assisted proposal drafting and compliance responses.
  • Use a low-code integration platform (e.g., Power Automate, Zapier) for notification workflows and API integrations.
  • Use automated testing frameworks (e.g., Playwright, Postman) for QA and alert simulation.
  • Use a document generation pipeline (Markdown to PDF) with LLM-based EN/FR translation and human review.
  • Use a project management tool with AI meeting notes (e.g., Notion AI, Otter.ai) to support the human PM.
Requirements & compliance (10)

Assumptions & gaps

Assumptions

  • The emergency notification system is primarily software-based with some integration work; hardware installation is a minor or subcontracted portion.
  • The buyer will accept a small independent shop without standing offers if the bid is compliant.
  • AI agents can operate under human review for code, configuration, and documentation.
  • The document facts about LCOM are part of the tender context and apply to the procurement process; legal compliance will be handled by a human.
  • No facility security clearance is required for this project; if it is, the shop cannot bid.

Gaps in source documents

  • Notice text is only the title and description; no detailed scope, technical requirements, or evaluation criteria.
  • Document facts appear to be from a Quebec municipal procurement law guide, not the actual tender documents for the emergency notification system.
  • No estimated value, contract duration, or security clearance requirements are provided.
  • No information on whether the system includes hardware (sirens, speakers) or is software-only.
  • No information on existing systems at Concordia University for integration.
  • No evaluation criteria or weighting for this specific tender.
