SUPPORT DES SYSTÈMES TÉLÉPHONIQUES DU MANUFACTURIER MITEL

Closes in 13 days 08 Sep 2026 00:00 UTC

IT fit 80 Direct support for Mitel phone systems fits telecom expertise.

Our call:

AI workability

Bid call: MAYBE The project is a good fit for AI-agent-first telecom support, but the notice is too thin to confirm scope, evaluation, certification, security, and on-site requirements. Proceed only after obtaining full tender documents and validating LCOM/AMP compliance and Mitel certification needs.

Risks

  • high Tender documentation is extremely thin; scope, SLAs, and evaluation criteria unknown.
Mitigation: Request full tender documents and issue clarification questions before bidding.
  • medium Potential LCOM/AMP compliance requirements (integrity declaration, AMP authorization, RENA check).
Mitigation: Engage legal counsel to confirm applicability and complete required declarations.
  • medium Mitel certification or manufacturer authorization may be required for support.
Mitigation: Partner with a Mitel-certified technician or obtain certification before bid.
  • high On-site physical work in remote locations may be required.
Mitigation: Subcontract local field technicians; price travel and logistics into bid.
  • medium Health-sector security clearance or confidentiality requirements may apply.
Mitigation: Verify clearance needs; if facility security clearance is required, consider no-go or partnership.
  • medium No standing offer or large reference contracts may hurt evaluation.
Mitigation: Highlight AI-agent-first efficiency and relevant telecom support experience; consider teaming with a larger prime.

Human roles needed

  • On-site field technician · 10% — Physical installation, cabling, and hardware repair cannot be done by AI.
  • Certified Mitel engineer · 5% — Certified sign-off and approval of production changes require a human with credentials.
  • Project manager / contract signatory · 5% — Legal/financial accountability, contract signature, and compliance.
  • Client relationship / workshop facilitator · 5% — Stakeholder meetings and workshops need a person.
  • Human review/approval of AI outputs · 14% — AI-assisted deliverables require human validation, especially for critical health systems.

Why not more AI

  • Cannot perform physical installation, cabling, or hardware replacement.
  • Cannot provide certified Mitel sign-off or professional accountability.
  • Cannot sign contracts or take legal/financial responsibility.
  • Cannot replace on-site stakeholder facilitation and relationship building.
  • May be constrained by lack of API access to Mitel systems and proprietary documentation.
  • Production changes to critical health phone systems will require human approval.

Suggested delivery stack

  • RAG-based AI assistant trained on Mitel manuals, KB articles, and historical tickets for tier-1 support.
  • Mitel MiVoice Business API/CLI integration for automated diagnostics, MACs, and configuration validation.
  • Log aggregation and AI anomaly detection (e.g., Elastic Stack + custom ML) for monitoring.
  • Human-in-the-loop automation platform (e.g., n8n, StackStorm) for runbooks and change approvals.
  • LLM-based documentation generator with EN/FR translation memory for runbooks and training.
  • Secure remote access/VPN and ticketing system integration (e.g., Jira/ServiceNow).

Assumptions & gaps

Assumptions

  • Support is primarily remote; on-site work is a minority of effort.
  • Buyer will provide remote access and necessary Mitel system documentation/APIs.
  • No facility security clearance is required, or the shop can work under buyer supervision.
  • Contract value is below the AMP $1M services threshold, or the shop can obtain authorization.
  • Mitel certification can be met through a subcontractor or is not mandatory for this support contract.
  • Total effort is estimated at 1000 hours/year due to missing scope; actual may differ.
  • The LCOM facts in the document_facts may not apply to a health CISSS; legal review is required.
  • The province code 'NT' appears inconsistent with the French Quebec buyer; assumed the buyer is in Quebec.

Gaps in source documents

  • No detailed scope of work, service levels, or performance metrics.
  • No contract duration or value.
  • No evaluation criteria or weighting.
  • No security clearance or on-site requirements stated.
  • No language requirements explicitly stated.
  • No Mitel certification requirements stated.
  • No inventory of phone systems, users, or sites.
  • Document facts mostly contain Quebec municipal contracting law (LCOM/LCOP), not tender-specific requirements; applicability to a CISSS is unclear.
  • No submission instructions or SEAO reference.
