Closes in 20 days 15 Sep 2026 00:00 UTC

IT fit 75 Cloud-based activity registration solution is a typical small shop web app project.

Our call:

AI workability

Bid call: MAYBE AI workability is high for a cloud registration app, and the shop can deliver with an AI-agent-first model. However, the source documents contain no actual tender requirements, evaluation criteria, or value, and municipal procurement under LCOM adds legal/integrity obligations that require human handling. Without the full SEAO tender package, a go decision is premature.

Risks

  • high Source documents are thin; no functional requirements, evaluation criteria, or value
Mitigation: Obtain full SEAO tender package; contact buyer for clarifications before bidding.
  • medium Municipal procurement under LCOM adds legal/integrity obligations
Mitigation: Engage Quebec procurement counsel; prepare integrity declaration and RENA verification.
  • medium Unknown contract value may trigger AMP authorization or bonding requirements
Mitigation: Verify thresholds; confirm whether AMP authorization is needed; assess bonding needs.
  • medium Short 28-day bid window
Mitigation: Use AI drafting and review pipelines to accelerate proposal preparation.
  • high No large municipal reference history may hurt evaluation
Mitigation: Emphasize AI-agent-first delivery, propose agile pilot, and provide strong technical references from private sector.
  • high Citizen registration data raises privacy/security concerns (Loi 25)
Mitigation: Include privacy impact assessment, Canadian hosting, and security review in proposal.
  • medium French-language and Quebec-specific requirements
Mitigation: Use AI translation plus native French review; ensure all deliverables are bilingual.
