AI can handle roughly half the effort (48%) — strong for bid preparation, subscription tracking, and reporting, but vendor coordination, compliance sign-off, and technical support keep this below an AI-majority project.
Bid call: MAYBE The project is IT-related and AI can materially help with bid preparation, tracking, and reporting. However, the notice is extremely thin, the contract value and evaluation criteria are unknown, and the shop lacks AMP authorization, bonding, and large municipal references. A bid is only viable if full tender documents confirm no disqualifying requirements and the shop can partner with an authorized VPN vendor.
| Deliverable | Mode | AI share | Hours | Notes |
|---|---|---|---|---|
|
Bid package preparation
Draft proposal, compliance checklist, integrity declaration text, and French/English supporting documents. |
ai assisted | 70% | 80 | AI drafts most content; human reviews, signs, and submits via SEAO. |
|
Subscription inventory and renewal tracking
Compile VPN subscription inventory, renewal dates, quantities, and cost baseline; generate tracking dashboard. |
ai agent | 85% | 60 | AI can structure and maintain data; human validates source data. |
|
Vendor and distributor coordination
Contact authorized VPN vendor/distributor, obtain quotes, negotiate terms, place orders. |
human only | 10% | 120 | Relationship and procurement actions require humans; AI can prepare communication drafts. |
|
Technical support and troubleshooting
Provide L1/L2 support for VPN subscription issues, document resolutions, escalate complex cases. |
ai assisted | 40% | 150 | AI assists with diagnostics and knowledge base; human engineer owns resolution and client communication. |
|
Reporting and documentation
Generate monthly/quarterly support reports, renewal summaries, and compliance documentation in French. |
ai agent | 90% | 40 | AI produces drafts; human reviews before client delivery. |
|
Compliance and integrity verification
Prepare AMP authorization/RENA/integrity declaration checks and maintain compliance file. |
ai assisted | 50% | 50 | AI can research and draft; official checks and signatures require human. |
Risks
-
high
Thin tender documentation: scope, value, and evaluation criteria are unknown.
Mitigation: Request full tender documents and submit clarification questions before bidding. -
high
Vendor lock-in: existing VPN solution may require authorized reseller status.
Mitigation: Verify with buyer and partner with an authorized distributor if needed. -
high
Legal compliance: AMP authorization, RENA check, and integrity declaration may be required.
Mitigation: Engage legal counsel and start AMP authorization process early if value warrants. -
medium
No bonding or large reference-contract history may disqualify the shop.
Mitigation: Confirm requirements; consider joint venture or subcontracting with a qualified partner. -
medium
Short 26-day bid window increases preparation pressure.
Mitigation: Use AI-assisted drafting and compliance checklists to accelerate. -
low
French-language deliverables and municipal process complexity.
Mitigation: Use AI for French drafting with human native-speaker review.
Human roles needed
- Contract signatory / legal · 15% — Legally binding bid submission and contract signature.
- Vendor relationship manager · 20% — Negotiate with VPN vendor/distributor and maintain commercial relationships.
- Technical support engineer · 25% — Complex VPN troubleshooting and direct client communication.
- Compliance officer · 15% — AMP authorization, RENA verification, and integrity declaration sign-off.
- Project / account manager · 15% — Client workshops, approvals, and ongoing stakeholder management.

- Cannot assume liability for SLA/uptime commitments.
- Cannot verify official RENA/AMP status without human access.
- Cannot replace human judgment for ambiguous scope and municipal procurement nuances.
Suggested delivery stack

- RPA/scripts for subscription renewal tracking and form filling.
- Internal knowledge base with retrieval for VPN product documentation.
- Automated monitoring/alerting for subscription expiries and support tickets.
